Issue was that some other program was already using the port that was assigned to the user web server port. Changing the port got rid of the error.

Dave - Found it. I had an application that was previously removed tha created a maintenance web site in IIS on port 86. When I removed the app a few weeks ago, it left behind about half of the HTML directory and the IIS site registration info. IIS did not even report he site as active. After looking further, I found and deleted all the files, rebooted and all is well.

Next up - new processor or changing machines.
