Yeah, I have the same issue on my laptop, I went into the compatibility settings (right click on the shortcut -> Properties -> Compatibility) and set the Override High DPI settings to "System (Enhanced)". This results in generally correct display, however dragging buttons on the designer seems to have the button not be under the cursor which makes using it somewhat tricky. Ideally better high DPI support would resolve it.
Unfortunately for me setting the high DPI settings to 100% would make my laptop essentially unusable.
